Major Penarth residential scheme could be ‘called in’

Plans for a residential development of almost 600 homes in Penarth look set to be approved although the application could be called in.Welsh Government’s Land Division has submitted an outline application for up to 576 homes, a primary school, community space and public open space, with all matters reserved other than access.Land at Upper Cosmeston Farm on Lavernock Road has been earmarked with submitted details indicating that the proposals would provide 50 per cent affordable housing.However, given this would exceed adopted policy requirements, only 40 per cent affordable housing could be required through any legal agreement.The site comprises of approximately 62 acres of land at the southern edge of Cosmeston.Until recently, the majority of the site has been in agricultural/equestrian use and comprises seven field parcels.The disused railway line running centrally through the site is also identified as a proposed cycle route for walking.Welsh Government has advised that they may wish to ‘call in’ the planning application.Vale of Glamorgan Council will consider the application on Thursday (21 March).A report recommended to approve planning permission subject to the applicant first entering into a section 106 agreement and to conditions.If members agree and resolve to grant planning permission, this could only be issued following confirmation from the Welsh Ministers that they do wish to call the application in.
